It's critical to distinguish between God creating evil and God regulating it. Although God did not create sin, He can yet utilise sinful people to accomplish a goal. Romans 8:28 says "And we know that all things work together for good to them that love God, to them who are the called according to his purpose."
Tragedies, heartaches, and hardships can all be used by God for our benefit and His glory. Even though we don't know why certain things happen, they are a part of His flawless, divine design. God would not be God if He was powerless over evil. Everything must come under His rule, including "dreaded" countries like Babylon.
Our all-knowing, all-powerful God may and will occasionally utilise the sin that currently exists in our world to further His goals. Jesus' crucifixion serves as the ideal illustration of this: although His murder was a terrible deed, God used it to rescue His elect and " And having spoiled principalities and powers, he made a shew of them openly, triumphing over them in it." (Colossians 2:15).
It is up to God to decide how He will act. He sometimes makes a miraculous appearance. He works in the background at other times. Indeed, God might even grant some degree of autonomy to malevolent entities within our planet in order to carry out His plan.
